Can apple determine the phone number or identity as someone who is using your apple payment method to transfer funds to cash app and buy clothing online without your authorization

Oh, trust me I have contacted my bank numerous times. I have ordered five debit cards this year alone, and each time that they are put as a payment method for my Apple subscriptions. Somehow that information is used to make purchases and now to transfer money to cash app to a person that I do not know I have done everything in my power to kick my information safe however it has been brought to my attention that once they have used the apple payment method even when I get a new card they don’t have to have the number on the card they simply go through that method to make purchases, etc.
