I cannot send or receive messages from androids. Why?
I can send and receive messages to/from androids from my iPhone but not my new iPad….

To receive those text messages on your new iPad, you'll need to turn on the Text Message Forwarding feature. Here's how: Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support
