Sharing iCloud:

As long as iCloud+ is an option in the county/region of the account, then you may be able to do this through Family Sharing: Use iCloud+ with your Family - Apple Support

Are you talking family plan like through your cellular provider? If you mean Family Sharing, then you can yes and you just have to allow it when you go into your iCloud storage there will be an option there to share the storage with family members and this will allow her to use it as well.

If you are talking about family plan through your provider, then this doesn’t have anything to with Family Sharing and this will not allow you to share it. It’s also going to depend on if you have the iCloud package that allows you to share it with Family Sharing. Some of the packages do not allow iCloud storage sharing.
