If you are using the same Apple ID on old and new iPhones, the photos are already in iCloud Photos. Enable that on the new iPhone, and you will have access to the photos. Set up iCloud Photos on all your devices - Apple Support

If you have switched Apple IDs, you will need to log into the old Apple ID and migrate the photos. This is the archive: Archive or make copies of the information you store in iCloud - Apple Support — which is also how to move the photos to a differ et Apple ID. Log into the old, download, switch to the new, and upload.

Keeping the same Apple ID is far easier.

App and media purchases, and subscriptions, cannot be migrated among Apple IDs.

QuickStart doesn’t migrate this stuff, as it’s already shared. At most, you will need to enable iCloud Photos.
