Cmd + F1, F2, F10, F11, F12 not working in Ventura

I'm on Ventura 13.4.1, 16" MBP 2021 (M1).

Ever since the upgrade to Ventura my Cmd + F1, F2, F10, F11, F12 shortcuts stopped working (mostly used in IntelliJ IDEA). I've looked into IDEA settings, macOS settings, Karabiner Elements, nothing helps.


Reproduction steps

  1. System Settings -> Keyboard -> Keyboard Shortcuts -> Function keys -> "Use F1, F2, as standard function keys": ENABLED
  2. Karabiner Elements turned OFF (to not affect the outcome)
  3. When I press F1, nothing happens (as expected)
  4. When I press fn + F1 screen brightness is decreased (as expected)
  5. When I press Cmd + F1 screen brightness is also decreased (NOT EXPECTED, in any program not using this shortcut nothing should happen)
  6. Same for Cmd + F12 - it's decreasing the volume just like fn + F12 (which it shouldn't be doing!)


So it looks like Cmd + F1, F2, F10, F11, F12 behaves the same way as fn + F1, F2, F10, F11, F12, which seems like a bug.


Using IntelliJ's "Find shortcut" option I'm able to see what is passed to the program when I press a given key combination.


It's able to detect Cmd + F3..F9, but not Cmd + F1, F2, F10, F11, F12.





Please note that when "Use F1, F2, as standard function keys" is DISABLED, results are also not satisfactory. fn + Cmd + F1 should be detected and Cmd + F1 in such a case, but it's not.

What does IntelliJ have to do with this? If it was any other program the result would be the same.


The problem is on the level of macOS. Instead of registering Cmd + F1 as these two keys and propagating them to the active program it interprets it as "decrease brightness" and doesn't propagate it further.

Before Ventura everything worked as expected for years.


With "Use F1, F2, etc. keys as standard function keys" enabled, pressing Cmd + Fx was always propagated to the active program.
