Problem with outgoing email

When I try to send an iCloud email from my iPhone or iPad it gets stuck in the Outbox and I get a message"the connection to the outgoing server p28-smtp.mail.me.com failed on my iphone" and if I try to send from Outlook 365 i get "error Outlook cannot syncronise subscribed folders etc and cannot connect to the server" can anyone help me please?
