Found an iphone 13 thats locked to owner. Contacted tmobile to find rightful owner but it was replaced and they dont show owner. They basically said congratulations on my new iphone 13

Yeah, you won't be able to do anything with it if it is still locked to the original owner.
Just turn it into the local lost-and-found.
