Screen turning off on lock screen

Hello,

I am having an issue where the display turns off after 10 seconds upon locking my laptop, despite having it set to never turn off when it's plugged in. I specifically had this set because it takes the better part of 15-20 seconds for both of my external displays to turn on and sync together, which interrupts my workflow (is this behavior normal as well?)

If I sign out completely when done my work for the day, the display stays on as intended, but if I lock the screen (using Shift-Command-Q), that's when the display turns off after a few second.

My setup is a 2020 MacBook Air Core i5 running MacOS Ventura with the latest patches and it's hooked up to an older Apple LED Cinema Display via thunderbolt and an ASUS LCD via Thunderbolt>HDMI. However, this happens whether or I'm just using my laptop by itself or hooked up to external displays.

Restarting my laptop after updating the settings didn't work either.
