Macbook pro 2018 OS 12.6.8 15" took screen shot Cmd shift 4 and image shows on bottom right of screen but not in finder, mouse over shows rolling beach ball. How to save screen shots and see them in preview?

There should be no reason to beachball, and that could be due to some unidentified issue, but:
To make screenshots open directly in Preview: press Command-Shift-5, and from the Options menu, under "Save To", choose "Preview".
To disable to little thumbnail at the bottom right, again from Options, uncheck "Show Floating Thumbnail"
(note: this is moot if you have already selected Preview as above, but I mention it for completeness).

To the second part of you issue - Screen Shots do Not Automatically Load into Preview Application
Depend on where you have chosen to safe the screen shot - you need to double click on the png file and normally Preview should open the image files
That is unless you have some other application set as Default to open .png files
