Message to callers

When someone calls me and I don't answer, they receive a message that states the following: "You're not allowed to make dialed carrier calls."

Blocking a contact on iphone14 pro I blocked an overseas caller. But still get the calls. Since sometime back, when that same caller was calling, I see a random number from my same network provider. Everytime it’s a new local number. When I dial that number back it says the number doesn’t exist. What shall I do? I want to block this number. Thanks

Report the issue to your cellphone provider.
