How do I add a gif to be used for everyone

The Shortcuts App has a premade shortcut in the gallery for creating GIFs from Live Photos or Videos that you could use to create the GIF for free. The below link should open the "Make GIF" shortcut directly but, if not, open The Shotcuts App > Gallery > Search "GIF." The first result will be the one you need.
