We would like to ask you a few of questions in order to get a better understanding. First, what exact version of iPadOS are you currently using? We ask as the menus and options can change slightly between versions of the OS, and we want to make sure we provide the most accurate steps. You can locate this by going to Settings > General > About. Second, have you tried restarting the system? Restarting while simple can help resolve most minor issues. Third, does this happen with other wallpapers? Finally, is the wallpaper being used from a screenshot? If so, have you check to see if the screenshot has a lock symbol?
