Then you have a used AirTag that is associated to someone else's Apple ID. Unless they remove it, it will be of no use to you. Resetting it will not work.
On the other hand, if you purchased this AirTag new directly from Apple or an Apple Authorized Reseller, you can contact Apple Support directly for further assistance with this matter. To do so, simply select the "Support" link on the lower left-hand side of this forum's web page.
After you reset the AirTag, did you use the same procedure that you originally did to pair it with your iPhone/Apple ID? If so, did it successfully pair, or did you see any error messages?
