Dead in the water MBP
Question: Is it possible to take the T2 chip and the soldered SSD – from a water damaged, never to turn on again – unable to fix – 2019 16" MBP and place them into a working 2019 16" MBP?

Not likely. That is something a spy might like to do, so it has likely been sealed off.
T2 has ties to Apple-ID and serial number as well, so even if your desoldering and re-soldering were PERFECT, it is still not likely to work.
You should just restore the files onto another computer from your Trusted backup copy.

I was not meaning to say that YOU were a spy -- only that Apple's sense of Privacy -- that your electronic devices are constantly under attack -- seems very complete.
[in my opinion] anything that a spy might like to do to a Mac (without the password) including re-soldering the chips to another board, has likely been completely sealed off.
