Downloads folder is the default...
you can check and see if something is usurping the Downloads...
for example OneDrive, GoogleDrive, BackBlaze, iCloud or DropBox(?)

I actually found the solution here: https://www.dropboxforum.com/t5/View-download-and-export/How-to-stop-Airdrop-transfers-ending-up-in-Dropbox-downloads-by/m-p/682915#M45537
I did these steps and it worked for me:
1.Click the Dropbox icon in the menu bar (Mac).
2.Click the Sync and Backups tab.
3.Click Mac.
4.Click Change folders.
5.Uncheck the box next to the Downloads folder.
6.Click Save.
7.Restart your computer.
I have Dropbox and iCloud, how do I check this?

Take a look and see if they are there?
Check the Settings and make changes?
What happens when you transfer a file and then search (e.g., using spotlight) for it? Are you saying it does not show up in the search?
