Can’t receive money on Apple pay

Apple Pay is more of a gatekeeper type system protecting the information about your payment cards when making purchases. I believe you are actually having trouble receiving Apple Cash payments in The Messages App. Below I have included an article about this with steps to ensure you are set up to be able to receive payments.

If you can't send or receive money with Apple Cash - Apple Support

"Try to receive money

After each step, see if you can receive money:

1. Restart your device.
2. See if you need to verify your identity.
3. Make sure that you meet the requirements. 
4. If you see Accept in the message, tap it. If this is the first payment that you’ve received or if you turned off the setting to automatically accept payments, then you need to tap to accept the money.
5. Tap Settings > Wallet & Apple Pay, then make sure that you turned on Apple Cash.
6. If you’re asked to request a lower amount or try again later, you might have encountered a limit. Learn about the limits for sending and receiving money.
