I cant sign in on my iphone because it is not sending me a verification code?
I turned off my icloud and now i cant turn it back on and lost all info on my phone

Apple support have an article online that may help (Eg : you may be able to get a code from your device).

Seems sync of your iPhone's info to iCloud was still turned on (on your iPhone), when you turned off iCloud.
(Deleting everything from iCloud, would delete the same info., on iPhone.)
You could check to see if some of your info. remains in "Recently Deleted" folder(s) for up to 30 days.
Eg: If you're missing photos or videos in the Photos app - Apple Support
If you're missing notes on your iPhone, iPad, or iPod touch - Apple Support
