Why do I keep getting billing issue and it won’t let me update any of my apps when there was no billing issues prior

Any time I try to update an app that I already have it’s giving me billing issue from prior purchase but I don’t have any issues with a prior purchase. Won’t let me update call of duty mobile won’t even allow me to play game unless issue is fixed. I tried updating billing info and had money on my card and yet it tells me the same thing out I have a prior billing issue. Please help me with this
