access pictures from lost phone

my daughter has lost her phone but recently started paying for the iphone storage for .99/month. If she's not able to find her phone, can she still access the pictures and videos on the phone?

If she had iCloud Photos turned on in the phone before it was lost, she can use an internet browser on any device and log into www.icloud.com and go to the Photos app there. Also if she turns on iCloud Photos on a replacement iPhone or other iPad or Mac, the photos will automatically sync. See: Set up and use iCloud Photos - Apple Support

If she didn't have iCloud Photos turned on but does have an iCloud Backup, se cannot view the backup contents but can use it to setup a replacement device. See: Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support
