Some time ago I pruchased an album via itunes and downloaded it to my Mac Book Pro.
When I try to listen to this album on my iphone SE and iPad mini (6th gen) I am directed to apple music and asked to pay for the same Album once more. How come?
How can I download my purchased songs and albums to my personal devices including the option to listen to the music offline?

You'll want to download the purchased album from the iTunes Store app on your iPhone and iPad with the steps below:
View and download music, movies, or TV shows purchased by you or family members
1. In the iTunes Store, tap More, then tap Purchased.
2. If you set up Family Sharing, choose a family member to view their purchases.
3. Note: You can see purchases made by family members only if they choose to share their purchases.
4. Tap Music, Movies, or TV Shows.
5. Find the item you want to download, then tap.
