Is an Apple Watch 3 waterproof?

Is it normal? after immersing hands in the pool (depth 20-30 cm) does the screen peel off?

The watch was 3 years old, never dropped while using it. After entering the water and getting his hands wet,

a short circuit occurred. The Apple consultant said that the seal peeled off.

I am disappointed that such a device dissolves in water.

I wouldn't mind if I smashed it or damaged it in some other way, but water?!?

They were never waterproof

though screen coming off is usually sign of a defect battery expanding which is not as such water related

The Series 3 is water resistant by design, so it is extremely unlikely the bonding (adhesive) between the display and the watch body would be harmed by the immersion you describe. The adhesive is usually very strong - strong enough to be not the weak point if the battery swells (which usually breaks the display instead)

It is more likely that the display has been cracked, leaving a thin layer of the display glass still attached to the body. This could be caused by external force, or by swelling of a failed battery as mentioned by Rudegar.
