My wife and I each have 50GB accounts. I was wanting to get a 200GB Family Sharing account that we both can use. Can she move all of her iCloud+ data to the new shared account and then close the old one? What would be the proper procedure to migrate our data to the new shared account and then close the old ones?

You should each keep your own accounts, then one of you get a 200GB plan and make sure it is shared with the other spouse as part of you both being in a Family sharing group.
