Need help either resetting the password for my Apple ID or simply sign out and make new account

It’s not clear why you can’t simply change your AppleID password?
You can reset it from your device w/ only knowledge of your iOS passcode (or Mac device password).

You need to get this sorted-out or else you might otherwise end-up with an Activation Locked device.
How could a person just sign out and make a new Apple ID. This is fairly new Apple account, however the password is saved nor do I know the password. What are my options? Any OTP available?
