need to transfer my app proloquo2 go to my sons own ipad. purchased in 2015 need to transfer to an ipad using different id.

Ownership of apps cannot be transferred from one Apple ID to another. You could potentially set up a Family Sharing group such that you share purchases. See Family Sharing - Apple.
