I cannot open Photos on this new Mac powerbook. It tells me it doesn't have permission to use the library choose another or quit.
How do I fix it?

Designate a System Photo Library in Photos - Apple Support
"Hold down the Option key when you open Photos to
see which library is set as the System Photo Library."
Apparently something was amiss when you migrated or chose a default photo library.
You may have to re-work this, before it's settled. I seldom use Photos to edit images.

The library is located in your Pictures folder, right? If so as a test launch Photos with the Option key held down and try to create a new, test library. Import some photos and test to see if the same problem persists. If that is successful try opening your original library again.
I get an error code when trying to open Photos. It says it does not have permission to access the photos library. Double click to get permission.
