Why does my apple account say that my billing is have a issue but my info is correct?

each time I put my card in it says there is a billing issue but the info is correct and what I was trying to download was free!

You need to Call or chat iTunes/Media support by clicking Get Support at the bottom of iTunes - Official Apple Support
