Yes, using Migration Assistant:
Connect your Time Machine drive to the new Mac.
Open Migration Assistant on your new Mac -- it's in the Utilities folder of your Applications folder -- then click Continue.
When Migration Assistant asks you for permission to make changes, enter your administrator password, then click OK.
When asked how you want to transfer your information, select the option to transfer from a Mac, Time Machine backup, or startup disk. Then click Continue.

If you are talking about individual files and not an entire user account, you can hold down the Option key and select, “Browse other backup disks” to enter Time Machine on that drive.
