How can one restore a time machine file if the original computer has crashed? Can the Time Machine file from another computer be restored on a new computer?

Yes, using Migration Assistant:


Connect your Time Machine drive to the new Mac.


Open Migration Assistant on your new Mac -- it's in the Utilities folder of your Applications folder -- then click Continue.


When Migration Assistant asks you for permission to make changes, enter your administrator password, then click OK.


When asked how you want to transfer your information, select the option to transfer from a Mac, Time Machine backup, or startup disk. Then click Continue.
