i do not want to upload all of my photos from my computer but i do want to be able to view the icloud photos on my computer taken from my iphone.. Is that possible?

You can use any internet browser and log into www.icloud.com and go to the Photos app there.
Another option is to install iCloud for Windows but don't move any of your photos on the PC to the iCloud Photos folder there. See: Download and view iCloud Photos on your Windows computer - Apple Support
