i cleaned up my iPhone 13 from all the unnecessary pictures but my iCloud keeps all of these, and acts like it’ the storage is full

When deleting a photo, they will still remain for 30 days in the Recently Deleted folder on your iPhone. You can delete them from there to free up the space immediately. The action is the same when using iCloud Photos and removing them from the recently deleted folder on your iPhone will permanently remove them from iCloud as well.
