I’m not entirely certain what you are asking about; which apps, and developer program enrollment status, in particular.

Update macOS to current, if you’re still on macOS 13.2.

Are you enrolled in the developer program? Some resources do require enrollment, and some of those require the paid membership tier.

If you are not enrolled, and are seeking to enroll in the developer program, and the following from previous discussions around here, you’ll need an email-format Apple ID and not a mobile-telephone-format Apple ID, you’ll need a major payment card associated with the Apple ID and not a gift card or balance, and no VPN usage while enrolling. If you’re enrolling from within India, you’ll need to use the Developer app to enroll and not the website. You’ll also need to be located in a country or region where Apple does business, and you cannot be on any denied or embargoed or sanctioned party list.

If none of that is blocking the program enrollment, contact Apple Developer Support.
