How do I resolve 'Complete your Apple Account' error when downloading Xcode from App Store?

• Select App Store from Dock
• Search for Xcode
• Click Get then Install
• Click Sign In
• Enter the password for Apple Account
• Click Sign In

This Apple Account has not yet been used with the App Store.

• Click Review

Complete Your Apple Account

• Check `Terms & Conditions` then click Continue

For payment method `None`

fill up billing address

• First Name and Last Name
• Street
• Apt., Suite, Bldg.
• Postcode
• Phone
• Click Continue

Then I get ERROR MESSAGE as follows:

• Please enter your phone number
• Please enter your postcode
• Please enter your street

How to fix the above error to download `Xcode` from App Store?
