I purchase a package for dice stickers and money for a game. The money was withdrawn and I never received the package. I am requesting a refund, tried to have my bank cancel but they said reach out to Apple Pay. I can’t find a number to customer service.

This is most likely an issue with the game itself, asking for the refund and reaching out is the right step to take. If there is no customer support number for the game apple will usually just refund small amounts and reach out to the developer (I have taken this same route).
