Just started using iPhone 10 my daughter gave me, transferred service yesterday

Don’t know whose service got transferred or from where (or whether you mean to or from the iPhone X), but regardless it seems irrelevant to the Face ID issue.
If Face ID isn't working on your iPhone or iPad Pro - Apple Support
