Using Mac mini 2023. Been using the Samsung external disk since 2015. It is working on any other Mac but not on this one. Cannot write on it. There is no error message or anything but just cannot write on it.

If not malfunctioning, the hard disk is probably NTFS, and macOS can red but not write those. Which means you can have an add-on NTFS app installed on the other Macs that can access it and no app here, or the add-on NTFS app installed here is malfunctioning or down-revision.
Paragon is a common third-party app that adds write access to NTFS volumes. If Paragon is around, check for updates.
If you don’t need to physically swap this hard disk with Windows PCs, then off-load the contents of this NTFS volume somewhere, reformat it as HFS+ or maybe APFS, or—if the Windows systems are on the same network—enable and access a file share on Mac or on Windows.
Or the volume can be failing. Hard disks do that.

What format is it? NTFS that Macs can only read by default? Unless some 3rd party utility is installed for writing to it.
Have you erased and reformatted the drive? If not, do so and retest.
Also, the drive is 8 years old; you need to consider it's just worn out.
