Are the photos you want to convert to HEIF in your Photos Library?
The current versions of Photos for Mac are not yet supporting the conversion to HEIF.
We have to do it in two steps:

If the photo is captured on an iPhone, it should already be formatted as HEIF. Learn more about how that works here: Using HEIF or HEVC media on Apple devices - Apple Support
To convert the photo file type on your Mac, you can use Preview with the steps in this link: Convert image file types using Preview on Mac - Apple Support

Another way to convert to HEIC is to use Image Capture to download to a folder on the Desktop and then drop the contents of that folder onto the following Automator workflow saved as an app:

On the MBP just export the HEIC image file from the Photos library to the Desktop as a edited photo and set the type to JPEG:
