I have an ipad ios 16.6 that syncs to my iphone with the same ios, but won't sync notes to my ipad mini 2 ios 12.5.7. The mini ios is at the latest version available. There are no other ios updates I can sync to. Is this not compatible for notes to sync to the mini in the lower ios?? If this is the case, can I load the ipad mini from a backup on the more recent ipad? I don't know if the notes will keep syncing or if they will sync at all. Any ideas?

Thanks for using Apple Support Communities. You're still able to use iCloud Notes with iPadOS 12.5.7 as shown in the minimum requirements here: System requirements for iCloud - Apple Support
