Apple Mail keeps crashing after Whats New

Apple mail keeps crashing after the Whats New window. Trying to open up from the terminal kills it as well.

/System/Applications/Mail.app/Contents/MacOS/Mail

This problem is insanely crazy that I cannot even change the mail client to Outlook or some other mail client that works on my system. As per Outlook documentation - https://support.microsoft.com/en-au/office/set-an-account-as-the-default-in-outlook-for-mac-1a085d36-db97-4230-9a40-c332364426e0

To change the email client on Mac to default to Outlook, I need to get to the Mac mail app first which keeps crashing. Is there a way around to this problem? Thats the big downside when you get married to your own ecosystem, if one doesnt work, there is NO way around. Can this feature be moved to system settings instead?
