Can IPhone Notes Text Formatting be used without Auto-Correction?

Hello, recently, I had wanted to turn off auto-correct due to it providing unusual and unnecessary corrections when I have been typing notes. However, when I had turned that option off, I found that it removed the formatting option bar that shows that Text icon, drawing icon, camera icon, etc. I would need to toggle autocorrect on and off each time in order for that menu to show up.

I would like to know if there is an option to turn off autocorrect in order to use that.

This issue that I had mentioned happened again this morning. So it seems that it is intermittent if I turn off autocorrect. I am wondering if there is any other troubleshooting suggestions (besides checking for updates).

I had read prior to posting this, something about all of the text correction features needed to be turned on, but I am wondering if that is true.

After Settings > General > Keyboards > Auto-Correction = “off”, creating a new note yields:
