Attempt, using iPhone software, I cannot pair with Windows 11. Using Windows app, downloaded on iPhone, It announced success. Verifying with the Windows machine on iTunes my efforts are announced unsuccessful.
iPhone is UpToDate. iTunes is UpToDate. Windows is regularly updated online. iPhone spins its wheel for a long time. Bluetooth off and on as recommended. Cable is connected to Windows and iPhone.

There is no support for direct pairing to a computer over bluetooth.
