Apple watch SE 1st Gen will not complete software update

Just setting up a new watch SE 1st gen. It successfully paired in family mode with iPhone 14 pro, running ios 16.6. However, like other posts in this forum the latest watch OS ( I think 9.6.1) doesn't successfully install. After the updating and preparing process, which takes about an hour, the watch app just asks again to update to the latest version.

Try and see if the problem persists if you try to update directly from the apple watch

Make sure that your watch is connected to Wi-Fi.
On your watch, open the Settings app.
Tap General > Software Update.
Tap Install if a software update is available, then follow the onscreen instructions.
