Account locked ?

This is the 2nd time this is happening to me , on my first account , I uploaded a gift card if 60$ to it and after I tried to make a purchase apple asked me to contact support , I did so and they asked me to wait for 24hours but after sone few hours I check and my account was locked . I spoke to support and they did nothing about it and asked me to create a new account and it will work , I did and just uploaded 25$ gift card on it , now my account is locked and they are taking me through the same process they did . This is so frustrating

With reference to the support article If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support , you must contact Apple for help if you see that message or one saying "You cannot login because your account has been locked". This is not something you can fix yourself.
