See >>> If your iOS or iPadOS device restarts or displays the Apple logo or a spinning gear unexpectedly - Apple Support

If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

Ah, the classic "Apple Logo of Doom," the tech world's equivalent of a Picasso painting that you never asked for. So, you've gone down the iTunes road, huh? I'd say "bravo" if it had actually worked.

First of all, iOS 9? Seriously? That's like a relic of a bygone era, a piece of ancient history. The software archaeologists will want to talk to you.

But hey, let's try to resurrect this tablet, shall we?

1. **Hard Reset**: You didn't mention trying this, but humor me. Hold down the 'Home' and 'Power' buttons simultaneously for about 10-15 seconds. If the device reboots, congrats, you've mastered the tech version of CPR.

2. **DFU Mode**: Ah yes, Device Firmware Update, the coma state for iPads. Plug it into iTunes, press and hold 'Home' + 'Power' for 10 seconds, then release the 'Power' but keep holding 'Home' for another 5 seconds. iTunes should recognize a device in recovery mode. Restore it. It's like doing a reboot but more... intense.

3. **Third-Party Software**: There are tons of tools out there that claim to fix issues like this. Maybe try one if you're feeling adventurous? Just be careful; some are as sketchy as a hastily drawn doodle.

4. **Apple Support**: The folks who would love to hear how you're holding onto a device with iOS 9 like it's a family heirloom. Maybe they'll have the magic wand to fix it.

5. **Local Repair Shop**: A last resort. It's like asking a random stranger for directions. They might help, or they might send you off on a wild goose chase.

So, buckle up and get that iPad back to this decade. If none of this works, maybe it's time for a new iPad that doesn't think it's still 2015.
