I uploaded a jpj to use as the opening menu, as I do when creating a DVD in FCP. However, the Blu-Ray version won't build the menu jpg in. At best, the disk just goes directly to the video.

Been a while since I used the Bluray Feature, so ran a short test video direct to a BD disc with a JPEG (Issue you mean this) image.
Worked as advertised. No glitches.
Check the size of the image in question.
It's best to match Bluray friendly size and Aspect Ratio:

FYI: I have found that scaling up usually works but scaling down can cause issues.

FCP created the Blu-Ray disk, but when I play the disk it won't play the menu that was included in the burn.
