In the past I shared my location with a family member. I no longer share my location with them and my device shows I’m not sharing my location with anyone at all but that person can still see my location how can I stop this

Are you and this contact part of the same Family Sharing group? If so, see if you are sharing your location to them in Settings > Family > Location Sharing. To learn more, check out Share your location with your family.
If you are not sharing as a family member and you don't see this in the Find My app as seen in your related article Find people and share your location with Find My, your next step will be to contact Apple Support for assistance: Get Support.
