What if you can’t use your phone to receive texts for account recovery?
I can’t use the phone as it’s currently broken. Any way to send account recovery to my email instead of text message for account recovery?

If you have an other phone maybe try and insert the SIM card to there.
If you have a recovery key you can also use that
If you have non of these you might have to contact Apple Support
