(this Apple ID is not active)

Hello. I have a problem with Apple ID login. After IOS update I am asked to enter the password to Apple ID. After entering the password I get an error: (this Apple ID is not active). And when I change the password the same error appears. Also can not get on the site (support.apple.com) the same error. And without it I can not download the application or go to Apple music. How to solve this problem?
