I would like to share my apple music family with others in my family, but they already have their own iCloud data storage. Can I share only my apple music and possible my apple tv+?

Yes! Apple subscriptions, except iCloud+, are automatically shared with your family.
Go to Settings > Family > (scroll down to) Subscriptions. If you subscribe to iCloud+ and are sharing it with your family, click iCloud+ to view available storage and how much storage each family member is using. Click Manage Subscription for more information about your plan, or click Stop Sharing with Family to stop sharing iCloud+ with your family members. Family members can also choose to keep their own individual storage plans. If you stop sharing iCloud storage, family members are given a grace period to continue using the shared storage, after which they need to purchase a storage plan of their own.
