Adding different people to my iCloud and Apple Music family subscriptions

Can I have six individuals with whom I share my iCloud subscription and then add somebody different to my Apple Music family subscription because not all people from the iCloud family wanna use the Apple Music. And I wanna spend as little money as possible by sharing it with some friends.
