my daughter lost or had her phone stolen. It is iPhone 11 when I log into iCloud and enter her information. It says phone is off-line and cannot pin a location. Is there a way to find this phone if the location is turned off?

You might get a notification or SMS or some other message that Apple or police or somebody else “found” the iPhone, and that you will need to prove your ownership by logging into some portal. Don’t. That’s not from Apple, nor is that from the police. That’s from the people that stole the iPhone looking to unlock it, and they want your Apple ID credentials. Providing your credentials ends badly.

The iPhone is offline because it is unable to connect to the internet. More than likely, the thief has turned the power OFF or the iPhone has run out of battery power.
No, there is no way to locate the iPhone if the location service is turned off.
